What's going on with my HQs?

So in a game of mine, I have these units. They combine into the 32nd Special Base Force. As far as I can remember, I haven't changed the HQ of either one - both arrived with their currently assigned HQs. Those would be Combined Fleet and Southern Fleet (which doesn't exist, near as I can tell).

To combine them, I need them to have the same HQ. See image below. What's going on here? Why doesn't 'Combined Fleet' show up anywhere under Southern Army? Also, why does the one unit have "Southern Fleet / Southern Army" for its HQ? I can't select 'Southern Fleet' as an option, so....wtf?

I feel like I shouldn't have to pay to change both units. When I click on change HQ for each unit, the menu begins with Southern Army selected but I will have to pay to change them each to Southern Army.

EDIT: Oh, and I checked (without saving my turn thus far, of course....[8|]) - if I click 'Southern Army' for the unit currently assigned to Combined Fleet, I can't combine them. 'Southern Fleet' itself isn't an option under Southern Army.

What gives?

Had the same and reacted the same. It's a scenario design problem but can live with the need to change one of them however which? Southern Fleet does not exist and the Combined Fleet only exists as a fleet HQ when it should be a command HQ, afterall there are a lot of units attached to it in every scenario I've played.

Ah ha, Southern Fleet does exist. It starts the game at CRB. It's another sub-HQ under Southern Army.

However, you can't assign things to it. Why the hell not? Why should I have to change the HQ on both these units? Almost every other case (I assume the other 2-3 base forces similar to this one), you're able to change one piece to match the other(s) to combine the unit, rather than both.

Is this something that can be fixed in a future data update? (Andy?? [&o][&o])

There are also some other HQs that are missing from the HQ list and other units "suffering" from the same issue.
I mentioned this some months ago, but did not get any answer.
