Barricades of Red issue

I'm playing through German Campaign, Barricades of Red and it won't finish normally. I seem to have both killed off all enemy units and completed all victory conditions.

It does eventually finish and score a victory if I keep passing until all the turns run out, but I can't generate a decisive victory by completing objectives early.

I'm attaching two zipped save game files -- Broken0 which is before I've exited all units but have achieved all victory conditions

And Broken1 which is after I've exited everything.

This one is meant to go all the way to the end. I've deleted the reference to victory levels in the briefing. Thanks!
