Two vehicles in hex has a negative to-hit modifier?

Two vehicles in hex has a negative to-hit modifier?

If there are two tanks in a hex, should the -2 to-hit modifier apply? It seems strange that it is harder to hit a vehicle if there is another one in the same hex. Obviously there might be an issue targeting that particular vehicle, but the odds of hitting SOMETHING go up.

If that modifier is intended to work that way, maybe there should be a chance that the other vehicle is hit instead. Really the way that should work would be to miss the intended target and hit the other vehicle if the shot missed by 1 or 2.

After playing a bit more, I still find this rule odd. It encourages always having two vehicles in the same hex. If that is the intent, fine; however, the chance of hitting one of the two vehicles should be at least the same as hitting one vehicle by itself.
