Overlapping panels

I am using patch 1.1.6 and started a new solitaire Global War game. I am currently at the British phase of the set up and opened the production page to see if I was missing any production points and see that the center panel now overlaps the upper panel. As you can see from the screenshot below I can't read the bottom part of that upper panel.

I have never had this happen before, but this is the first time I tried a game in the last few weeks plus I had to reload the game from my disk, so I'm not sure what the problem might be.

Anyone have any constructive suggestions?

I don't get this on my 1.1.6.0 version.

What is very unusual are the flag buttons. There shouldn't be any border for them.

I've seen this before but my memory is fuzzy on what the solution was - perhaps it has to do with the Windows Font Size setting? That should be set to Small (100%).

That was it but now I can barely read anything else outside of the game...lol.
