Cannot install 1.09 patch from 1.03

I moved to a new computer with Windows 8.1 64 bits. I can install 1.03 and run it. But when I install 1.09 update a popup window says:

"The Strategic War in Europ installation couldn't be found. Try to re-installing the application before running the update."

THen the installation cancels. What can I do?

Guys please fix all this. You made the Steam Greenlight list and now you must provide a playable product.
