Can an AI team disappear from lack of funds as the players' can? Is it a viable idea to cause damage to AI teams when you can't at least place to drive up their costs?

No, that management part is only present for the player. The only way leaders are removed is when they die in races. You can also lose sight of them by traveling but they will continue competing and could reappear later
