Two bugs: rally vehicle + PTRS infinite fire

Here's two bugs that I found few weeks ago, and still present with 1.08 (saved files attached)

1) Rally button is never active when selecting a vehicle in the Rally phase. The only way to do it by clicking the auto-rally option (file "Rally vehicle.sav").

2) Russian PTRS weapons on certain conditions can fire infinitely on infantry units, although they never hit. They don't get the Fire marker and their impulse is never completed. It happened in The River and Partisan's Defense scenarios (file "PTRS.sav). It does work correctly when firing at a vehicle.

Finally got a chance to look at these!

1) The vehicle isn't autoselected when you click on it in the rally phase (arguably this is a bug). If you click on it it in the side box, the button lights up.

2) This is basically cosmetic. The PTRS has no effect vs. infantry. It does the counter firing animation (wrongly) but nothing happens game-wise.

Thanks for pointing them out - they are certainly now on the to-do list but at a low priority.
