Naval attacks against ports

It looks like there is something wrong here. Here's what happens if a naval vessels perform a sea attack agains an enemy ship in port where there is also enemy land units.
All damage is always (what I have observed in many similar attacks at least) assigned to the land unit in port.
In the screenshot example the sub attack does no damgae to the enemy ship, only to the enemy land unit.
I have set up the sub SFT to only be able to damage naval vessels.

Dammage to land units by sea-attack on port is actually impossible. Ignore the "retreat" statement.

And check the 'detail' button to see whats going on and who is attacking who.
