Japanese CVs not changing AC numbers

Scenario 1.
The Japanese aircraft carriers are scheduled to change the number of the planes (F, DB, TB) in July 1942. In my game some did change (in TF at Truk: Junyo and Hiyo; Zuikaku in port during refit in Hongkong) on turn from June 30th to July 1st.
But all the other big ones did not change from June 30th to July 1st (Akagi, Kaga, Shokaku, Hiryu and Soryu). I am now on July 4th.
The air groups never left the carriers. The carriers were either in a TF at Singapore (port size 9, >30000 supplies; Kaga, Akagi, Hiryu, Soryu) or in Singapore port (Shokaku). All were undamaged.
Why did those CV miss the change ("changing to xx in Jul 42)? Will they change on a later date?
Alas, a manual change is not possible. That option is only available after a successful July-change.

make sure the airgroups aren't set to "Do not resize".

To force the change disband carriers with airgroups from a air combat TF into port. That should do the trick..

All air groups were and are set to resize ("changing to xx in Jul 42")
I had moved the CVs into port from 2nd to 3rd of July.
I again disbanded the TF from 4th to 5th of July and stood all air groups down. No resize occurred.

Does missing the change (due to whatever reason) on the turn from 30th June to 1st of July mean, that it will never occur?

Try moving Group to AF.

Or, this is blind shot, disband CV in port for more that two days. Sometimes engine need more time.[8D]

The air groups finally adjusted numbers and I think I know the cause for the delay.
Singapore had more than 30000 supplies, but due the fact of being a staging ground for a major amphibious invasion it had less than double the needed supply (the base showed a yellow exclamation mark). When a supply taskforce from Tokio arrived on the turn resolution from July 6th to 7th they adjusted the numbers.
It seems a prerequisite for adjusting numbers is the presence of more then double the amount needed at base.
