0.7.18 Program "LK-700" costs nothing for opening

Hi,
When playing the Soviet Sandbox Mode, i've finally got to open the lunar short landing category, when i've tried to open the LK-700 Uncrewed Lunar Flyby Test, the program costed nothing for opening.
