Soviet leader values

In various posts about game balance I have seen the claim that Soviet leaders' stats are unrealistically good during the early part of the war. Let's suppose for the sake of argument that this is true. If I want to experiment with a campaign by penalizing Soviet leaders in 1941, less of a penalty in '42, and back to normal in '43, can this be done? And if so, how? For example, let's say I want to decrease their stats by 2 in '41, add 1 back in '42, and add another in '43. Is this possible?

As far as I know it is not possible. Leaders get only "random" improvements of their skills.
