Investigating this bug has revealed a workaround. That also means the game has become a contrived situation both sides have to agree with.
First off, the CVP's are not actually based on the CV's. They are not on the land either. Just in limbo. This is a bug that has been reported. It still needs to be fixed.
This bug appears only when Vichy is declared. So if Vichy is not declared and instead surrenders it provides a means to continue.
All those south France ports taken by Italy to increase Vichy chances. They make no difference.
Not a perfect solution for an axis player seeking Vichy. So the Allies get Free France, but as we all know now, Free France can get no production currently. So its kinda sucky there as well.
Indo-China cannot be occupied by Japan because Vichy cannot be declared.
Also the USA player must use his combined to send all 3 Carriers into a sea zone with the CVp's that are in limbo to get them back on the carriers. Its possible to return to an allied saved game before this end of turn fiasco. And try to remember what all transpired and recreate it. But really, not interested.
So we will probably just surrender France most likely and keep playing.
When the next patch/update comes out in about, what 2 months?, We will be ready for another start over.
