Strange max speeds

I'm honestly not sure if this is a bug or not. I'm playing with Extended Empires mod.
I'm prewarp and this is one of my constructors on the move. The shot shows a speed of 32 but max speed of 20.
I think this max speed is it's sprint speed (on the design screen). Seems strange that it's sprint speed is slower than cruise.
It has lots of ion thrusters on it. Is this a bug?
