Guadalcanal S. East Timor

During Setup for the Guadalcanal Scenario I noticed that the territory East Timor is controlled by "None" and Japanes units cannot setup here. This is in contrast to scenario description (RAC and RAW) where East Timor is listed as conquered.

And it is also my belief that there has to be CAP for the active player during Ground Support.

Historically speaking, East Timor was Japanese controlled at the time. So for the Guadalcanal scenario it should become Japanese controlled. It's therefore a bug.
