I laid mines at a base, Ndeni I control and his ships completely ignore them. He lays mines at the same base and I have hit them multiple times.

Mines efficiency depends of the number and the mine stats. He probably laid far more and better mines than you. If he spotted your mines the previous day but you didn't spotted his mine, it's more effective too.

hitting a mine is a random event; more mines you put more probable a ship will hit one of them; but there is always a component of luck
