1.9.5.4 Scrapping policy doesn't apply?

I have noticed in several occasions that if I just loaded a game, the Boarding - Scrapping policy doesn't seem to apply.

If I go to the policy, it would say (for both military and civilian):
Enlist = Never Enlist (always disassemble)
Disassemble = Always disassemble at base for tech and resource.

However, if I just load a game and start playing, newly captured ships would simply get scrapped for money.

I have to change the boarding policy, apply, chnage it back to the above, and apply again before it would properly disassemble ships.
