Same as with tagging resources for trade, so you have to be getting oil in trade from an ally. Use the "Default Form", which is really tiny, but appears on the Production Planning form, in the bottom left corner. It will usually be showing "Computer" or "Override", so click the arrow till it reads "Default". There are three lines, but only the top one is user-friendly. Click on the other two and the game tells you to keep you hands to yourself. Anyway, click on that top line, and you'll have options for which ally the saved oil can go to, just like any on-map resource.
Then during the reorganization phase, the recipient nation can use that saved oil to reorganize units. This will be a help to any allies who've been burning through all their saved oil, or don;t have much oil to begin with [like France at the start].
And if you haven't figured out how to tag a specific resource for a specific recipient, that's how. But you do have to have a trade agreement first - the recipient won't show up in the list if you didn't set up a trade agreement.

In truth, this is not spending your ally's oil but yours.

Your ally gives it to you through the Trade Agreement, the same it can give you or take from you normal resources or build points, and then it's yours, and you can spend it or keep it.

I am mentioning this because in later versions of the board game (WIF, not yet in MWIF) you can spend directly your ally's petrol, even without making it yours through a trade agreement. However you pay double for it, and double again if (since) the oil is stored outside your home country area (if it was your own petrol but outside your home country you'd pay only twice as much).

I've gotten a bunch of rules wrong in the past, but I thought it is not "yours" until the production phase, which is after final re-org, and that therefore, you can only use oil in your own domains, not oil you're getting from a trade agreement, for reorganization.

And that if you wanted to say, use the Venezuelan oil for a CW reorg, you'd need to store it somewhere, say, Port of Spain, and then re-org with it the next turn.

In MWIF, you can't use your allies oil for reorganisation.

In the books provided, it says that it should be possible. This should have been corrected in the books (but it wasn't)...

But this has been reported now twice as do-able. So do we have a bug that is a feature?

Sorry, I should have said "saved oil" instead of just "oil" in the title
I was explaining about using an ally's already saved oil for reorganization, if that saved oil was deliberately [or accidentally] sent as part of a trade agreement. When it comes to the oil resources, those do have to be first sent, saved, and then in the next turn, can be used for reorganization. That much is unchanged.
This occurred to me earlier, with Italy being sent a German saved oil to fulfill a trade agreement. I had not set that up myself. As that saved oil showed up for use during the reorganization phase, I used it, and later, the program seemed to sent yet another oil to the Italians as they still had full production, plus one oil being saved.
Someone replied to my "is this a bug" report by telling me it wasn't a bug. I'll look for the prior thread and link it.
