FA TRPs for Cancelled Missions

Situation: FA battery ordered to mine three hexes. Unit runs out of FASCAM after mining the first hex.

At the beginning of the following turn, the unit counter, the FS tab, and the OB all show the unit in On Call State.

The map shows two TRPs and they are the two unfired FASCAM missions from the previous turn.
