Question:

Blizzard on Arctic, can Germany bring all 3 resources from Sweden using 3 CP on Baltic sea? Norway is neutral.

we are playing 1.2.0.3 and this happened. We always played with rules, that if Luleå is frozen convoys cannot be used...

Bug or we (again) have been playing with wrong rules?

They get through as long as Narvik is not controlled by the Allies. (Neutral doesn't count.)

Wrong rules:
If the last impulse of the turn was blizzard or snow in the Arctic weather zone, Germany can only ship the Swedish resources through the Baltic Sea area if Narvik is not controlled by an Allied major power [Designer’s Note: This represents the fact that the resources were transported through neutral Norwegian coastal waters during winter].
I thought I knew how to play this game....

To make it clear to myself:

In any case resources can be shipped from any Swedish port, not only from Luleå that can be frozen?

Not if iced in, but there are rail lines to non-iced-in ports.

The code is actually rather tricky here. To use overland rail lines from the the Swedish resources to the German factories, the path would have to cross 2 straits hexes - which isn't permitted by the rules. That is why the Baltic must be used.

But if the Axis take out Leningrad, then an overland rail path should be doable, negating the need for convoys in the Baltic.

There is a special rule in RAC (also RAW) which gives the Axis the ability to ship the Swedish resources via rail to Narvik, and then down the Norwegian inland coast to the Baltic. That path requires the convoys be present in the Baltic. When the Arctic is experiencing Snow or Blizzard, that is the only overseas path available.

Historically, this was one of the reasons the Germans invaded Norway. Churchill was seriously considering invading Norway at about the same time for the same reason. All of which explains why there was so much fighting in and around Narvik.
