Air HQ issues - No Greyjoy

DBB scen 30 (with Symon's air mods), PDU OFF

Some air groups are currently stuck in their respective bases due to their HQ setting in my game with GJ.

I did fly them into these bases at some point, so I know they were previously able to transfer. Currently the transfer window is completely blank when I try to move them. Some are permanently restricted, and won't ever be able to move if this isn't figured out, and other more valuable groups, a C-47 and a Lysander group, would need PPs to buy out and move them.

Is this somehow WAD?

I can see the problem.
Normally restricted groups can move between bases of the same command.
In this case, the bases in range are attached to 'India Command' whose command HQ is 'Southeast Asia'.
But the group CATTF command HQ is 'India Command'.
The check for higher HQ stops on the first command HQ it hits - for AHQ India, the chain runs thru 2 command HQs (India Command,Southeast Asia).

I have uploaded a test beta that may help.

Sounds great. In the intervening turns I also noticed that as some bases were captured in Central India these planes were able to transfer to one of them that is under the Southern Command. Interesting.
