Activating a general

Just bought the game and enjoying it. Have several questions which I will post separate. I notice some generals state are activated and some are not. Will the non activated ever become activated?

Eventually, for a turn or two. Many generals in the Civil War were well known for their intransigence. And for hard charging generals, their subordinates often slowed them down. The activation algorithms model this pretty well.

Occasionally, and randomly, problems and solutions collide. The probability of these collisions is inversely related to the number of committees working on the solutions. -- Me.
