Military ships refueling at Empire (who doesn't want them!)

My next door neighbor is the 'Ancient Guardians'. My military ships try to automatically refuel there. When they do, the Ancient Guardians get really mad at me. This hurts my reputations with them. Then, their ships start attacking mine. This strikes me as a bug. Why would my ships automatically try to refuel at what is essentially an enemy port? Thanks.

Have you enough supply of caslon/hydro? If not your ships seek for a new point to refuel.[:)] I dont know exactly how to "restrict" ships to not supply at specific places.[:(]
