Warlords & Kunming

Chinese warlord units not in China force pool after liberation.
Still in USA nd CW force pools.

Also Kunming not able to recieve resource since Liberation.
Burma Road is Green. China, Indo-china and Burma oil resource available.

Currently no trade agreement to send resource once it was concluded in previous turns sending was futile.
Save file is during CW production so its close to trade agreement phase to confirm findings.
