Option 22 timing

Just curious, because USE is one of the most random elements in the game, but for your last play, be it solitaire, against someone else, on MWiF, on something else, when did the U.S. player manage to get Option 22 in? (The first gear up)

When you say USE do you mean 13.3.2 US entry options or 13.3.3 US entry actions?
 
13.3.2 US entry options
22. Gear up production (either) the USA plays this against either (Ge/It) entry pool and tension pool or (Ja) entry pool and tension pool
(There is a 90% chance of a USA entry pool marker being moved to the USA tension pool)
The US production multiple increases by 0.25. You also need a tension level of at least 11 against all major powers on the other side before this option may be chosen.
 
13.3.3 US entry actions
22. The CW or France or both declare war on Italy (1 USA entry marker and a 20% chance of another will be removed from the USA (Ge/It) entry pool).
If the CW and France don't declare war on the Italy in the same impulse this done separately for both the CW and France.
