[FIXED v1.07] B562 German Sub Type 212 AIP Issue

I attached a scenario which should help to explain the issue.

The 212 uses its battery until laying dead. AIP isn't used to recharge.
If the sub isn't ordered to stop afterward, it consumes its AIP reserves without moving.

Fixed in v1.07, but must make sure to use the latest DB.
