How to vreate bases?

Can I create bases on a Island that has a "point" in it? I tried to bring enginers there but I still cant construkt a base? So is it possible to create a base, and how?

If the "dot" base is owned by the other side (for example it's red and you are the allies), you need to take it first with a unit that has an assault value. Once its yours, an enginner with supplies will build.

If the site wehre you are trying to build a new base has a max value of 0, you can still build bases there, it just takes 10 times as long. You can tell if the enginers are doing anything by checking the base detail screen and looking at the size. If it says something like 0(20%) that means that hte base is 20% of the way to becoming a size one base.

Also building bases takes a lot of supplies, so make sure that you Enginers have plenty at hand.
