Hunting the Goeben, and Jutland II

Despite reading the manual I CANNOT work out how best to deploy warships. I wanted to improve on history and hunt down the Goeben in the first week, but HOW?? Do I put all my warships in the MED Blockade box, or actually position cruisers in search lines and hope to find her?

I tried the search lines and did get a small battle with some French cruisers (not ones I had even known were there) but the Goeben disappeared afterwards and I never found it again before giving up the game in disgust.

And, with the Grand Fleet, are you supposed to put everything in the blockade box or move the GF around the North Sea in the hope of finding the High Seas Fleet?

AGEOD, YOUR play testers may know what to do but I don't - please may I have some clear directions on the above?

It's possible the goeben was given to the turks through an rgd. (regional decision)

as for the high seas fleet, it's probably sitting safely in it's starting harbor.
