Weird Weather

It's the Jan/Feb turn of 1946 and I'm looking at the Solomons Sea area. It's Stormy weather for the Solomons Sea area. The Gilbert Islands are all stormy. I was contemplating invading the island group that includes the minor port of Ponape. I was thinking that maybe I'd wait another phase to do the invasion hoping the weather will clear next phase but I noticed I don't have to.

While the whole Solomons Sea area is Stormy I found that the island group that includes Ponape is in Fine weather. Also the two small islands around Jaluit are in Fine weather.

I'm puzzled why the Gilbert Islands are all under Stormy weather while some islands in the same sea area are showing Fine weather. I can understand the islands bordering the Solomons Sea area being in Fine weather, those sea areas are in Fine weather. However the small island chain including the minor port of Ponape should also be in Stormy weather since they're wholly inside the Stormy Solomons Sea area. Same with the two island hexes around Jaluit.

So now I can use an offensive chit for a Super Combined impulse for America and make the Ponape invasion this impulse since Ponape is in Fine weather.

Is this a bug? If not is there a logical explanation for how some islands can have different weather from the sea area they're in? I'll make a saved game file in case someone wants to look at it.

No need for a save game, I could reproduce it with a weather roll via the debugger to set the two area's on fine and rain. I count 11 island hexes in the Solomons which could be rainy, but have the fine weather of the Truk Island group.
I checked them on my paper maps, and they all have the white weather zone borders to depict them as not having the same weather as the surrounding sea. This is on purpose!
I have created a screenshot to show all these situations for you. The most strange combination is that one Island in the South Pacific, Mangaia, which is the only island in that sea area which did not get that white weather zone border.

Different Weather Zones

Right after I posted this I went back into the game and figured out why the weather looked weird in the Solomons Sea area. I found that within the Solomons Sea Zone some islands are in the Southern Monsoon weather area and some are in the Northern Monsoon weather area. So now I no longer assume that all islands and land in a sea area will be in the same weather area. Lots of learning to do in the game.
