If a Nazi-Soviet pact is in place and the Soviets declare war on Romania, what can Germany do about it?

Presumably they can put "peacekeepers" in Romania, but can Germany declare war on the Soviets? The rules seem to indicate not.

EDIT: Ah this seems straightforward as the Germans have it in their power to stop "silly" situations.

USSR need to claim Bessarabia to declare war on Romania. But if they claim Bessarabia then all the Germans need to do is agree and that means USSR cannot declare war on Romania.

That's a relief.....
