Headquarters

Is there any point to having a Headquarters on the playing board when all its sub units are off board. This has happened in a couple of missions in a DCG that I am playing and I wonder if this affects the ability of the Artillery Batteries that the HQ supplies?

Artillery is an exception to rule, they are solely supplied by base supply level and their HQs are eye candy alone.

In my scenarios I always prefer to put Arty HQs to map as well though. They add nicely to the feel, and I also like the ability to select a top level HQ and observe that their suv orgs play together and do not mix with others. A bit of roleplaying in a way [:)]
