I believe the M6 Bradley Linebacker and the AN/TWQ-1 Avenger can fire on the move. They both use the latest Stinger missiles.

The SA-15 can shoot on the move or so the advertising brochures claim.

From recent systems, Russian Pantsyr S1 (SA-22 Greyhound) is capable to launch missiles when moving.

G'day folks, the SA-15 is king and killer. I have been playing with my test scenario a lot lately, and one of my created missions in scenario is a road convoy strike, Tornados armed with Brimstones. The road convoy was armed with a couple of SA-6s. On more than a dozen tests the convoy was was comprehensively cleaned up, with no losses to the air group. I have just added a pair of SA-15s to the convoy, Wow the air group was totally cleaned up and only a couple truck losses. My assessment is the the SA15 is a nasty piece of equipment that ground attack aircraft need to avoid.
Sure hope ISIL don't have them!

I always understood the SA-15 had to be stationary to fire its missiles , I believe it can only track targets on the move .

Search, detection and identification of air targets can be carried out when moving and missile is launched from a short stop.

In addition, says Druzin, according to the results of tests it is advisable to consider the possibility application of a complex in motion without stopping. "We have a reason for further work - today launch comes with a short stop for 2-3 seconds, and can be done completely in motion, without stopping," - said the deputy general director of Concern PVO "Almaz-Antey".
