1st prod phase

I'm doing production in the Sept/Oct '39 turn. Germany has extra resources it can send to Italy. Yet the only country that appears in the list for Germany is Russia. So how do I send stuff to Italy? Or does Italy need to be at war with France/England first?

Italy has to be active (at was with another major power) first. It could be any major power, not just CW and/or France.

The general rule is that major powers have to be active to send or receive resources & build points to/from other major powers. The US entry rules specify exceptions for various Allied powers.

In addition, no major power has lending in the first turn of the 1939 game (or indeed, any scenario, as far as I know) except through the pre-game trade agreements (Nazi-Soviet pact, USA-Japan trade). Lending is declared at the start of the turn, before initiative.

Good to know. Thanks for the quick reply. I had lent Italy resources before in a different game so could not understand why I could not do it in the first prod turn [:)]

So poor Italy just has to suck it up with 6 factories idle at the start. Where is Decision in Flames when you really need it [:D]
