Global War, Jan/Feb 1940, Lend Lease Air Units during Production Phase China, V.1.2.1.5:

The US has two P-40C Tomahawk Fighter in its force pool. The Chinese get a request for one of it granted. As soon as this happens the status for the second Chinese Tomahawk as well as the French one changes to Unavail and the Chinese can not make a request for the second one as they would have liked.
Whats the reason for that? Didn't find anything satisfying in the rules.

Edit: The planes were available again when I checked Lend Lease during US Production Phase (I did not check their status while building for CW and France).

This looks like a bug to me. It could be a problem with updating the form. I would like to have a saved game from the start of the Production phase for China so I could reproduce this.

Unfortunately I have no save for this specific point in the game anymore. I
send one when I experience the problem again.
