Very minor bug 2.11

I started a Scen 16 game with patch 2.1 and then patched to 2.11

Approx 5 turns after the patch I had a Surface Combat TF that showed the 'loading fuel' message after its name on its stats and actions screen.

Being a Surface Combat TF there was no option to stop loading fuel.

Probably too minor to fix.
