Make unit independent issue

In the scenario editor OOB tab or when selecting a unit the "Make unit independent" appears to only work once before it greys out. Saving the scenario and exiting the editor, re-launching the editor then allows you to select another unit to make independent before it greys out again.

I'll pass it along to Rob so we can get it on a 2.07 list if we hit a game breaker with 2.06. We can also pass it over to the 2.1 list to get looked at there as well.
