Personnel cost shouldn't be random

More feedback:

Right now the price of hiring (and maintenance) is random. It should be better if there is a direct relationship between skill and salaries.

Moreover, increase in skill, to some thresholds, should increase the salaries.

agree, but make increasing of salary in boundries so it cant jump through roof for universal/higly skilled guy.
