MAX TOE of HQs

MAX TOE of HQs

According to the patch notes max TOE of HQs is automatically set to current TOE plus 1. This has worked in all my solitair game. Now I am starting my first server game as the Russians and ALL my HQs are at 100% sucking up 200000+ manpower on T1. This must be a bug. Why only in server games?

Check logistics phase log for version number.

It shows version 1.08.

This must be a bug in detecting whether a player is AI or not, in server games the same variable is used to select which side does one play (I think). It's impossible to debug but I will try to fix this.

I think I'm missing something here.

'When a new game is started, MAX TOE of human player’s HQs, airbases and construction units is
set to their current TOE percentage plus 1. Players are free to adjust the numbers as they see fit.
This is to prevent sucking nearly all available manpower and armaments to understrength HQ units,
as defined by the scenario designers, which is especially important for the player going second,
who had no control over MAX TOEs before his first full logistics phase.'

How is this done prior to game start.

Game automatically adjusts MAX TOEs when loading a game from a scenario file. This happens for both local, PBEM and server games. However, because of a bug one player is assumed to be AI controlled during initialization for server games. And MAX TOE is not adjusted for AI controlled players, because AI can't set this back to 100 when needed. It should be fixed for next version.

Set by the scenario. I miss read it, thinking you could set it yourself prior to game start.

Understrength combat units will obviously suffer a reduced CV but what effect does a lower TOE for an HQ unit have on it?

Smaller chance to help with leader admin rolls, less support squads to help attached units.

can not remember who ansered my question back in the day from 2by3, but

under 91% means a -1 to rolls
under 81% means a -2 to rolls
under 61% means a -4 to rolls

in other words a commander with a 9 but with a 53% HQ staff = 5.

or a shty SHC cammander with a 6, but with a 53% HQ staff = 2

I set my LW and HQ toe's at 93%
