Hello Pelton

I see in your game proposal here and in others the desire to start with Locked HQ's.

What's the significance of that option? I assume, perhaps wrongly, that after the start of the game players may unlock HQ's?

No the HQs are locked for the game.

Yes you can unlock the HQs manually despite the Locked HQs being marked.

Locked HQs will not transfer support units automatically through the AI. Many players who are into the micro management like it so that when they set up the HQ's support it stays without the computer changing it. By setting the Locked HQ flag at the game level, all HQs will default to Locked Status when brought into the game.

You can change the HQ's locked status either through the HQ unit window or en masse through the Commander's Report.
