Railroad not constructed!

Hi mates,
love this game. It's even better after the update.
Playing the Central Forces, I would like to build the railway between Gaza (on the mouse over: Al Arish) and Port Said. The Military Control is 100% Central. Alignment is towards Entente, naturally.
What do I need to build this railway?

Would be nice, if I can put some rail to my forces in France and Russia! Supply is the key!

Time. It will build itself, but only about the end of 1916
