If you want to do things manually, you can only do so, using the interface.

The trick is to put all resources on "idle" and start allocating resources to individual factories (and put them in defauls status, so they stay that way overtime).

However, that takes an awful amount of times.

Usually, all resources send over land are correctly done in the production planning phase, except perhaps for some oil resources.

Therefore, if you play with the oil rules, I suggest to do things in the order I'm going to state:

1. Decide which resources you want to send to make sure trade agreements are met.

2. Decide which build points you want to send to make sure trade agreements are met (from which factory hex).

3. Decide what to do with your oil resources.

4. Decide what to do with your other resources.

A big help for this are the training video's on production, especially the last one, which gives examples on how to do things.

The biggest issue I've had with the interface is it doesn't tell you WHY you can't do something, usually because you don't have enough convoy points. I found the best way to handle this is make everything a single convoy point, then lay them down one at a time. It takes forever, but a lot less hair ripping than I would have had to deal with otherwise.
