Can't attach Corp to Army

Not sure actual issue or me being a bonehead somehow.

43 Campaign and I brought the US V Corp down from UK to NA. Now trying to attach it to 5th Army in NA and 5th Army is not an option to attach to even though 5th Army is about 10 hexes away and no water in between.

Any ideas? Save attached in case I'm not being a bonehead.

It works if the V corps is at max 10 hex from the 5th Army. I don't know why, I thought you just needed to be in command range and that's 15 hex.
