Why doesn't this Air Unit get any replacements?

Confused here. My Spitfire PR XI, NO 318 (PO) RAF Rec is sitting in England, on Priority Repl, Supplied but its 2 out of 12 available status has not moved in the last few turns I've been watching it
Plenty of this aircraft in Pool. What am I missing here?
