garrison?

Im reading and trying to get this one, I pull the Garrison screen and each region is over 100%
I toggle the color coding for the cities and dont see any non blue cities
BUT
I keep getting a garrison requirement not met
any thoughts?

I would LOVE as a learner to have the option of turning this off

make sure you have security units where the need to be

Maybe posting an image of the Garrisoning screen could help understand where the problem is.

I have this happen sometimes too. You can have the city garrison button on, and the color doesn't show right away blue or yellow. I know where each city is now, so I just check the percentages when I click the hex.

In the Garrison screen check always also the right panel, that shows the cities to be garrisoned: each one must show "S-10", i.e. at least 10 CV with at least one "Security" unit.
Below 10 CV or without the "S" mean heavy VP penalties.
