AGS re-designation question

I'm running a game with AI as GHC in version 1.08.1, the triggering towns of Azov, Bataysk, and Manych are already captured, but the re-designation of AGS still hasn't occurred. I don't know why. 'cause I haven't played it for a long time and just downloaded the new version recently. Does the trigger condition change in recent patches?

Worked for me. Make sure you control Poltava (including 2 hex radius).

But I checked it last night and found it still doesn't work for me. Both Poltava and 3 towns are occupied in 2 hex radius. Does the Kharkov matter?

Only date matters beside those locations.
