It should be the number of turns since the recon (with the last turn being 2). This seems to work fine for me.

So in that photo you see that on turn 28 I did bomb Wiener Neustadt, and it shows photo 28 and if you look at the top right i'm on turn 28. If it's WAD it's not completely clear from the wording.

I'm ok with the way it is now, the turn of the photo. just letting you guys know.

I would assume that refers to the most recent deliberately-made recon photos, not damage guesswork made after raids.

Yes, I think it's only dealing with strat recon.
