fighters fail to launch from private bases vs. monsters

Bug: If private bases are armed with fighters, and they're attacked by monsters, they fail to launch their fighters against the threat. They just sit there being torn to shreds & being a private enterprise, it's impossible to tell them to launch manually!

D'oh - sorry - when I went back to the game, and asked a military unit to come, then suddenly the gas mining base did scramble its fighters / bombers. So... ???
