Create TF

(Before i forget).

- If you try to create a TF with more than 20 ships, don't change your mind, because after 21-25 ships if you take away one or more ship to put one at his place you can't: the message "Can't put more than 25 ship" is here wrongly.

- when you disband a TF and there was one to follow it, this one don't change his order (it will follow the path that the non-existent TF would have follow), after a turn it goes back to home port with "retirement allowed". So it works in a way, only the "follow TF X" orders seems strange. (should check LRCAP on disbanded TF also).
