How do I build up my Amphib TFs?

How do I build up my Amphib TFs? In the 1943 to 1945 scenario, I am trying to stick with the historical schedule. However, when it's time to invade Salerno my Amphib TFs are not ready. They only have about five prep points. What do I need to do, to build them up? Thank You

You need to put them in the largest port possible. Also, one division per HQ max in the early days to speed up their prep time. You should start prepping with some HQs on turn 2 as you don't need to keep all amphib HQs at the invasion beaches (one HQ will keep open all beaches adjacent, and once ports are captured you don't need to keep all the beaches operating).
