Partisans and Garrisons? What's your Strategy?

Which, if any, countries do you make a conscious effort at garrisoning to reduce or remove the chance of partisans appearing?

More generally, what's your strategy (strategies) regarding partisans? Both, mitigating or exploiting them?

I try to reduce the chance of partisans appearing in all countries I control.

I prioritize to garrison countries where partisans can be hard to hunt down.

I especially keep an eye on countries which have oil resources, when playing with factory destruction. I don't want a partisan to appear on an oil resource and destroying it...

I try to make it zero chance of partisans everywhere I can. This is what I like to use minor country units for...especially because of cooperation restrictions.

In one face to face game (we also play with partisan HQ's btw) I tried to get too cute about allowing a very small chance for partisans in France...I was stretched out in USSR...it ended up costing me France.

I also concentrate my anti-partisan effort in countries with resources. Protecting supply/rail lines is important in USSR as well...the Pripet marshes is a breeding ground.
