Now you may wonder what this has to do with "traded resources", so let me explain:
This problem started right after the USA selected to trade a resource to China and set up two CONVs to transport its Philippines resource there.
Obviously, one of those CONVs needs to go via the Bay of Bengal, where it seems to have a conflict with the CW ones already there.
There are enough CONVs set up to transport all resources without a problem, but it won't happen.
Because I can get both the Palembang oil into Calcutta if I move 1 more CW CONV into this sea area (as a work-around),
I suspect the problem lies in the program loading the Philippines resource on a CW CONV in the Bay of Bengal. Since the USA is still 'neutral',
the CW won't be allowed to load its second Palembang-oil onto the last free CONV in the sea area: a USA one.

Check the route of the oil resource from Port-of-spain to its save-location in Canada and have a laugh
Everything works fine there, but the naming is obviously off:
? The Port of Spain resource starts at Estevan -> Newport -> Carribbean Sea -> ...
